EPT Legal Conducts Independent Review of NYPD EEO Investigations

The New York City Police Department retained EPT Legal pursuant to New York City Local Law 2021/47 to conduct an independent review of the investigative practices of its Equal Employment Opportunity Division, which is responsible for handling internal employee EEO complaints for the NYPD.

NYPD asked us to review applicable EEO policies and a randomized sampling of EEOD investigations from 2017-2020, with the goal of assessing consistency, process integrity, and alignment with industry standards for workplace investigations. The law under which we were engaged requires us to make our reports publicly available. To comply with our statutory obligations, our findings are outlined in two reports which can be found here. Also as required by statute, we hand delivered copies of our findings to Police Commissioner Tisch, Assistant Commissioner of EEO Gurjit Chima, Mayor Mamdani, and City Council Speaker Julie Menin. We are also sharing the Police Commissioner’s response to our audit findings, which she sent to Mayor Mamdani and City Council Speaker Julie Menin. See below for the Local Law, our Reports, and the Police Commissioner’s Response.
